One of the most egregious government-backed financial loopholes is the National Institute of Standards and Technology Manufacturing Extension Partnership (NIST MEP). While many assume this is a public service initiative, in reality,it is a government-subsidized financial funnel operating in all 50 states—taking in both state and federal funds while spending nearly 65% of its budget on executive salaries and management.
Although each state operates its own NIST MEP affiliate, the same corrupt structure applies nationwide. In Connecticut, this entity is called Connstep—an organization that misrepresents itself as a not-for-profit while functioning as a shadow extension of the government. It receives both state and federal funding while misleading businesses and taxpayers into believing it operates independently.
Worse yet, U.S. Senators and Congressmen have been caught collaborating with Connstep, despite the clear conflicts of interest. Guberman has also obtained a letter from a former NIST MEP employee that directly exposes the organization's fraudulent nature. The whistleblower, who previously worked within the NIST MEP system, wrote:

"What makes this even worse is that they try to play it off as an independent organization, but it's not," said Guberman. "Connstep is nothing more than a government agency hiding behind a non-profit label, allowing them to sidestep accountability while raking in taxpayer dollars."
The same deceptive structure applies in every state—each with its own NIST MEP branch, feeding from the same federal and state funding pool while draining resources into executive paychecks instead of true industrial advancement.

Guberman is calling on Elon Musk to dig deeper into ANSI and ANAB's central role in government corruption.
"Elon, stay the course. You have already begun unraveling the deep-seated corruption within these government agencies, but you must investigate ANSI- ANAB. These organizations are the hinge pin for all these agencies, enabling regulatory capture, conflicts of interest, and financial mismanagement."
This system, Guberman argues, is responsible for failures across multiple industries—from the compromised integrity of Boeing's aircraft, which were produced without on-site auditing for 22 years, to the unchecked fraud occurring within accreditation bodies, manufacturing programs, and even government-funded initiatives like NIST MEP and Connstep.

- Another NIST official on the ANSI/ANAB board receives an additional $120,000 from ANSI/ANAB, on top of his federal salary, creating a blatant conflict of interest.
- ANSI (American National Standards Institute) and ANAB (American National Accreditation Board)—Two U.S. entities that dictate industry standards yet have been compromised by corporate interests. ANSI-ANAB founded the IAF (International Accreditation Forum incorporated in Delaware.) and sister organization ILAC (International Laboratory Accreditation Cooperation) and association of accreditation bodies national and international which are equivalent in accreditation to ANSI-ANAB. ANSI-ANAB are underwriters for the IAF/ILAC taking all liability for both systematic and product failure.
